Second case of cheating for last 2 months

Went to Jordan and Palestinian Territories for 10 days. I lost more than 35 us dollars for fake incoming phone calls fro unknown numbers from Moscow.I did not reply to any phone calls, but MTS took from my account about 5 us dollars for each unanswered call.
In addition to that, as per MTS, I talked with unknown phone number from Moscow for 4 minutes (cost 25 us dollars).
I had been with this operator for more than 10 years, and this is the second time when MTS doing this to me. Seems to be crisis reached it and it is trying to make some money by hunting it's own clients.

MTC one month roving SIM card.

I bought a one month roving SIM card from Moscow's Domodedovo airport on 15th December 2017.
I needed to locate a friend in Moscow to arrange a meeting.
I told the advisor exactly what I needed.Although his English language was elementary at best, my Russian born wife was able to translate for both sides.
After 2 weeks MTC blocked my card, I found out that I had to add more money to unblock it.
We did this, (just a few roubles) I decided that I would not use it for SMS or phone calls. Now I used it only for internet calls.
2 days later my card was blocked again, we had to "top it up" yet again.
We think that I am also being charged a daily tariff (not too sure about that though) it seemed the only possibly.
The local MTC offices in other areas are unable to help because my contract is with MTC Moscow.
Now I have to wait until I return to Moscow to unravel this enigma that is MTC and undoubtedly incur more expense (even though I am now using a YOTA SIM card)
If this is the way that MTC do their business, then, who am I to criticise their business model.
My constructive criticisms are two fold and blindingly obvious. Firstly, because a large proportion of their airport clients are foreign visitors, please have other languages in the instructions and contract. (I suggest English, Chinese, French, and Spanish)
Please employ an advisor that can advise in, at least, correct English.
Untill the business model can be more convenient for foreigners, I have to point out that I will NOT use MTC again as there are many other phone operators in Russia.
Most of them cheaper and definitely more helpful.
